Taking Smart Manufacturing as the Main Direction to Push China’s Manufacturing Industry toward the Medium-to-High End — 2018 China Smart Manufacturing Solutions Conference Held in Beijing

On the morning of November 1, the 2018 China Smart Manufacturing System Solutions Conference, co-hosted by the China Alliance of Smart Manufacturing System Solution Providers and the China Electronics Standardization Institute, opened in Beijing. Wang Xinzhe, Chief Economist of the Ministry of Industry and Information Technology, attended the opening ceremony and delivered a speech.

Wang Xinzhe stressed that information technologies are accelerating integration with manufacturing, and digitalization, networking and intelligentization have become major trends of global manufacturing. In accordance with the arrangements of the CPC Central Committee and the State Council, the Ministry of Industry and Information Technology (MIIT) has steadily advanced smart manufacturing in recent years. It issued the Smart Manufacturing Development Plan (2016-2020) to strengthen top-level design, carried out pilot demonstrations, optimized the standards system and promoted international cooperation, yielding remarkable results and a batch of replicable and scalable experience and models.

Wang Xinzhe pointed out that China’s smart manufacturing still faces problems and weak points. He called on industrial enterprises, industrial alliances, intermediary organizations and governments at all levels to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress. Taking smart manufacturing as the main task, all parties shall drive industrial technological transformation, industrial upgrading and push China’s manufacturing industry toward the medium-to-high end.

First, seize opportunities to jointly cultivate outstanding suppliers.

Encourage close cooperation among end users, system integrators, software developers and equipment suppliers to form sector-specific system solutions. Build a pool of competent suppliers that cater to enterprises of all sizes, fit industrial demands, win market trust and boast solid technical capabilities.

Second, boost capacity through sustained R&D investment and collaboration.

System solution suppliers shall cooperate with end users to increase R&D input in special equipment and integrated optimization, develop and apply a series of industrial software and core equipment, and jointly foster independent innovation capacity for domestic enterprises.

Third, realize precise matching by building public industrial service platforms.

Relying on platform resources, construct a digital industrial map to dynamically grasp common industrial challenges and actual transformation demands of manufacturers. This will tackle information asymmetry and differentiated demand while providing data support for government decision-making.

Fourth, standardize management to lift overall service quality of suppliers.

Strictly implement the Specifications for Smart Manufacturing System Solution Suppliers, standardize service procedures for suppliers, improve service quality, and foster sound competition and sustainable development of the market.

Fifth, consolidate foundations by vigorously developing the Industrial Internet.

The Alliance and relevant enterprises shall actively participate in Industrial Internet construction, advance integrated application of key technical equipment and core supporting software, and deepen the deployment of digital and intelligent technologies across R&D, production, logistics, operation management and after-sales service.

Sixth, prioritize talent development to promote entrepreneurship and craftsmanship.

Introduce and cultivate high-level leading talents and skilled professionals. Support entrepreneurs to pursue innovation, integrate the spirit of perseverance, continuous innovation and excellence into industrial development, and steadily upgrade the supply capacity of system solutions.

During the conference, plaque-awarding ceremonies were held for the Alliance’s Beijing Branch, Tianjin Branch, Power Equipment Branch and Shipbuilding Branch, alongside the launch ceremony of the China Public Service Platform for Smart Manufacturing System Solutions. Research outcomes including the Collection of Smart Manufacturing System Solution Cases and the Maturity Model of Intelligent Manufacturing Capability were released.

Nearly 500 participants attended the event, including officials from the Printing and Distribution Bureau of the Publicity Department of the CPC Central Committee, relevant departments of MIIT, industrial and information authorities of provincial and municipal governments, the Administrative Committee of Beijing Economic-Technological Development Area, alliance members, system solution suppliers and manufacturing enterprise representatives.
