Xin Guobin pointed out that intelligent manufacturing represents a new production mode for the manufacturing industry. Promoting intelligent manufacturing is a complex and massive systematic project that requires consistent and systematic advancement. We need to strengthen top-level design and overall planning for intelligent manufacturing, focus on solving common and fundamental problems in its development, drive overall improvement through pilot demonstrations, continuously summarize and refine intelligent manufacturing standards, and follow the development philosophy of "market-driven, China-led, multi-path coordinated advancement" to blaze a path for intelligent manufacturing with Chinese characteristics.

Xin Guobin emphasized that "Standards Lead Intelligent Manufacturing". Standardization is critical to the success of intelligent manufacturing initiatives. Only through the popularization and application of standards can technological innovations be rapidly disseminated and converted into real productive forces.

Vice Minister Xin Guobin required that the establishment of the three working groups be taken as an opportunity to integrate resources and form synergy via innovative organizational forms and working mechanisms, so as to build an advanced, applicable intelligent manufacturing standards system that meets industrial development demands.

Yin Minghan, Deputy Director of the Standardization Administration of China, read out the official document on the establishment of the National Coordination and Promotion Group, General Group and Expert Advisory Group on Intelligent Manufacturing Standardization and delivered a speech. He noted that standards constitute a national quality infrastructure, holding fundamental and strategic status in market economy and industrial development. Standards are indispensable for China’s transformation from a large manufacturing country to a manufacturing powerhouse. The founding of the three groups is a concrete implementation of the Reform Plan for Deepening Standardization Work, featuring innovative mechanisms and models for standardization and facilitating standardization reforms and the advancement of intelligent manufacturing in China.

Li Dong, Director-General of the Department of Equipment Manufacturing Industry, spoke on behalf of the Coordination and Promotion Group and put forward proposals for advancing intelligent manufacturing standardization: first, build on existing foundations, pool domestic and international standardization resources, and accelerate relevant standardization work; second, fully leverage the existing cross-ministerial coordination and multi-standard committee collaboration mechanisms to jointly push forward intelligent manufacturing standardization; third, address practical problems in standard project initiation and drafting via innovative organizational and working mechanisms, and steadily construct the intelligent manufacturing standards system.

At the event, Xin Guobin and Yin Minghan unveiled the plaque for the National General Group on Intelligent Manufacturing Standardization. Present leaders issued appointment certificates to members of the Expert Advisory Group. Zhao Bo, President of China Electronics Standardization Institute — the lead institution of the General Group, delivered a work report of the General Group and presided over its first plenary session. Participants reviewed the General Group’s articles of association and its 2016 work plan. Dong Jingchen, Deputy Leader of the Expert Advisory Group, presided over the review of the first batch of proposed intelligent manufacturing standard projects for 2016.

More than 100 representatives attended the conference, coming from the National Development and Reform Commission, Ministry of Finance, Ministry of Science and Technology, Chinese Academy of Engineering, as well as relevant domestic industrial institutions, research institutes and enterprises.
