Xin Guobin Attends the 2018 World Intelligent Manufacturing Conference

On October 12, 2018, the 2018 World Intelligent Manufacturing Conference, co-sponsored by the People's Government of Jiangsu Province, the Ministry of Industry and Information Technology (MIIT), the Chinese Academy of Engineering and the China Association for Science and Technology, opened in Nanjing. Xin Guobin, Member of the Party Leadership Group and Vice Minister of MIIT, attended the conference and delivered a speech.

Xin Guobin pointed out that in today’s world, innovations in information technology are emerging with each passing day, and the digital, networked and intelligent transformation of global manufacturing industries is booming. As a key driving force behind the new round of technological revolution and industrial transformation, smart manufacturing is spawning a host of new industries, new business forms and new models. It empowers industries and boosts efficiency through intelligence, injects new momentum into global manufacturing, and brings earth-shaking changes to the world’s economy and society.

Xin Guobin noted that the Chinese government has always attached great importance to the development of smart manufacturing. In recent years, guided by the decisions and arrangements of the CPC Central Committee and the State Council, and through joint efforts of all government departments, regions, enterprises and public institutions across the country, China has achieved positive progress in advancing smart manufacturing.

First, an implementation framework has taken initial shape. Coordinated efforts between central and local authorities have defined a development path for advancing digitalization, networking and intelligent transformation of China’s manufacturing industry in parallel.

Second, breakthroughs have been made in key sectors. A number of technical equipment and industrial software products have filled domestic gaps, and preliminary systems for smart manufacturing standards and Industrial Internet architecture have been established.

Third, pilot demonstration projects have delivered remarkable results. A total of 305 national-level pilot demonstration initiatives have been rolled out, lifting average production efficiency by nearly 30%. A batch of innovative models has also been formed and extended to relevant industries.

Fourth, opening-up and cooperation have been continuously expanded. Practical collaboration has been carried out in areas including standard system architecture, standard roadmap formulation, mutual recognition of standards, and the construction of industrial parks and training bases.

Xin Guobin stressed that China’s manufacturing sector still has a relatively weak foundation, and the ecosystem supporting the intelligent transformation of manufacturing remains to be improved. Against the new backdrop, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will take the development of smart manufacturing as a long-term strategic task. Adopting a problem-oriented approach and providing targeted guidance for different tiers and categories, we will consistently push forward the "Four Prioritized Initiatives":

Prioritize innovation-driven growth. We will deploy innovation chains alongside industrial chains and allocate capital chains to match innovation chains, focusing on tackling bottlenecks in key equipment, basic components and system software. We will foster innovation through real-world industrial application and advance the integrated development of smart manufacturing.

Prioritize system development. We will further refine the smart manufacturing standards system, step up development of the Industrial Internet, information security capabilities and public service platforms, and accelerate the establishment of collaborative innovation and resource sharing mechanisms integrating enterprises, universities, research institutes and end users.

Prioritize talent cultivation. We will encourage joint construction of smart manufacturing training bases by industry, universities and research institutions, and nurture interdisciplinary talents proficient in both manufacturing technologies and information management, as well as skilled personnel specialized in smart manufacturing.

Prioritize international cooperation. Relying on bilateral and multilateral dialogue mechanisms, we will deepen technical exchanges on smart manufacturing, explore joint establishment of smart manufacturing research institutes or innovation centers, and accelerate progress in international standardization for smart manufacturing.

The conference consisted of four core segments: the Global Intelligence Summit, Global Intelligence Launch Event, Global Intelligence Expo and Global Intelligence Carnival, including 1 summit, 11 thematic sub-forums, 1 launch event, 1 expo and multiple carnival activities. It drew more than 200 key distinguished guests, nearly 10,000 professional visitors and over 300 exhibitors.
