Recently, the General Office of the National Development and Reform Commission (NDRC) issued the Circular on Carrying Out the Assessment and Evaluation of Energy Conservation Target Accountability of Provincial People’s Governments for 2014 (Fa Gai Dian〔2015〕No.192). It lists the energy efficiency survey of in-service coal-fired industrial boilers under the special campaign for energy conservation and emission reduction of coal-fired boilers as a key energy-saving measure and incorporates it into the assessment indicators for evaluating provincial governments’ fulfillment of energy conservation target accountability. This will further raise local governments at all levels’ awareness and support for the special campaign launched by the State Administration for Market Regulation (SAMR) on energy conservation and emission reduction of coal-fired boilers, and give a strong boost to the delivery of the campaign as well as energy conservation work for high-energy-consuming special equipment. The assessment will be completed by the end of May, with staff dispatched by the Special Equipment Bureau of SAMR participating in the assessment work.
