Accelerate Energy-saving and Carbon-reduction Transformation & Upgrading to Promote Green, Low-carbon and High-quality Development of the Ferroalloy Industry

As an important component of the metallurgical industry, the ferroalloy sector has undergone over six decades of development and expansion. China has established a relatively complete ferroalloy industrial system with the world’s largest production capacity and output as well as the most comprehensive product categories, which can fully meet the demands of downstream users and lay a solid foundation for the high-quality development of the iron and steel industry.

  To further facilitate energy conservation and carbon reduction in high-energy-consuming industries, the National Development and Reform Commission together with other relevant ministries and commissions has jointly issued the Implementation Guide for Energy-saving and Carbon-reduction Transformation and Upgrading of the Ferroalloy Industry. This document clearly defines the orientation and targets for energy saving and carbon reduction in the sector, serving as the programmatic document guiding the industry’s relevant work in the years ahead.

  一、The Ferroalloy Industry Is a Key Sector for Energy Conservation and Carbon Reduction

  Ferroalloys are indispensable deoxidizers and alloy additives for steelmaking. Due to product properties and production processes, most ferroalloy products fall into the high energy-consuming category, with electricity and coke as primary energy sources, resulting in high overall energy consumption across the industry. In addition, scattered industrial layout and significant disparities between regions and enterprises mean that energy conservation and carbon reduction remain an arduous long-term task for the sector, yet there is enormous potential for energy-saving and carbon-reduction transformation and upgrading.

  二、Remarkable Achievements in Energy Conservation and Carbon Reduction Over the Years

  Alongside the expansion of the metallurgical industry, engineering and technical practitioners across the sector have made extensive and fruitful efforts in process technological innovation, equipment upgrading and comprehensive environmental utilization. As a result, power consumption per unit product and comprehensive energy consumption have decreased substantially. Compared with foreign equivalents, the technical and economic indicators of most products from major domestic ferroalloy manufacturers have reached internationally advanced standards. The energy efficiency of most existing manganese-based and silicon-based production enterprises exceeds benchmark levels.

  三、Energy Conservation and Carbon Reduction: An Everlasting Theme for the Ferroalloy Industry

  

The ferroalloy industry plays an irreplaceable role, and energy conservation and carbon reduction represent an inevitable path for its development. Whether in response to national macro policies or for enterprises’ survival and growth, energy saving and carbon reduction constitute a permanent theme of the sector. The China Ferroalloys Industry Association will fully support relevant national ministries and commissions to accelerate the formulation, rollout and effective implementation of supporting policies. Adhering to the tenet of "Service, Coordination and Management", the Association will organize key manufacturers and all member entities to carry out comprehensive work in related fields.

(1) Extensively publicize and strictly implement national and local policies

While participating in policy formulation, the Association will objectively reflect the industry’s real conditions, offer suggestions with a scientific, rigorous and highly responsible attitude, and strengthen the enforcement of policies curbing blind industrial expansion. It will curb reckless new capacity construction at the source and eliminate low-level redundant development while accelerating the phase-out of backward production capacity. Relevant platforms will be leveraged to widely publicize and implement national and local laws, regulations and policies.

(2) Establish benchmark enterprises within the industry

The Association will manage the application, review, approval and release of benchmark enterprises to set role models for energy efficiency improvement. It will organize extensive exchanges among manufacturers to share advanced experience and drive all-round progress in energy conservation and carbon reduction.

(3) Vigorously promote industrial technological innovation and transformation

Optimize furnace feedstock composition via raw material pretreatment and higher clinker feeding ratios to cut power consumption per unit product; upgrade equipment through automation and intelligent transformation to leverage scale effects and reduce energy use; boost comprehensive recovery of tail gas and waste heat to enhance energy and resource recycling and lower end carbon emissions; draw on innovative steelmaking technologies to seek breakthroughs in energy-saving and low-carbon ferroalloy production processes.
