The nuclear fusion of technologies including 5G, IoT, edge computing, artificial intelligence and the Industrial Internet has accelerated a new round of industrial revolution and pushed smart manufacturing into a new phase of digital transformation. At this new stage, the strategy of "Six Coordinations" must be followed to advance smart manufacturing
The Coordinated Promotion Strategy of “Digitalization and Platformization”
There are three major reasons for implementing the coordinated promotion strategy of digitalization and platformization:
First, enterprise digitalization serves as the foundation and symbol of intelligent manufacturing. Only by linking the data chains covering manufacturing, corporate management, production, marketing and service within enterprises can genuine digital transformation be realized. This will greatly improve the cost-performance ratio of automated renovation and lay the groundwork for the application of artificial intelligence.
Second, platforms act as carriers for big data services and AI applications. The construction of industrial Internet platforms enables the collection, processing and utilization of massive data, supporting big data and artificial intelligence services for production processes, optimal allocation of enterprise resources, as well as internal and external operational management.
Finally, digitalization and platformization function as the "two driving wheels" of smart manufacturing. Only through the coordination of these two wheels can an enterprise’s smart manufacturing system operate efficiently. The development of big data products for manufacturing, management and services (such as industrial Apps) and new-generation AI products (such as AI 2.0 applications) is the core link to solving practical problems, creating value and sharing benefits. Cloud platforms are the main body that delivers practical value to digital and intelligent products. The model of "digital manufacturing for individual enterprises plus industrial cloud platform services" adopted by 107 small and medium-sized bearing manufacturers in Xinchang, Zhejiang Province, fully verifies the practical value of this strategy.
Coordinated Industrial Development Strategy of "Leading Industries and Scale-Supporting Industries"
China’s industrial added value exceeded 30 trillion yuan in 2018. Taking this figure as the base:
If calculated at an annual growth rate of 4%, industrial added value will reach 58.44 trillion yuan by 2035 and 105.24 trillion yuan by 2050.
If calculated at an annual growth rate of 5%, industrial added value will hit 68.76 trillion yuan by 2035 and 142.95 trillion yuan by 2050.
Evidently, a small number of leading industries alone cannot sustain such a huge industrial scale of 58–68 trillion yuan by 2035 and 105–143 trillion yuan by 2050. To build a manufacturing powerhouse, China must simultaneously foster the development of leading industries and advance high-quality growth of scale-supporting industries. This dual-track model of "leading industries plus scale-supporting industries" applies nationwide as well as to individual provinces and regions.
Key leading industries include power equipment, transportation equipment, high-end CNC machine tools and robots. Scale-supporting industries cover sectors with vast market volume, large production, investment and consumer demand, and solid export advantages, such as apparel, footwear, food, home appliances and smart manufacturing equipment. Both types of industries must pursue high-quality development via digitalization and intelligent upgrading.
Furthermore, when implementing this dual industrial strategy, it should be noted that leading industries correspond to industrial digitalization accounting for roughly 20% of the digital economy, while scale-supporting industries cover industrial digital transformation which makes up about 80% of the digital economy.
Coordinated Smart Manufacturing Strategy for "Large State-Owned Enterprises and Private SMEs"
The advancement of smart manufacturing requires parallel efforts on intelligent transformation for both large enterprises and small and medium-sized private enterprises. Large enterprises, as industrial leaders, boast robust resources and strong driving effects, while SMEs deliver extensive social contributions, flexible institutional mechanisms and rapid innovation. SMEs contribute over 50% of tax revenue, more than 60% of GDP, over 70% of technological innovations, 80% of urban employment and more than 90% of all market entities.
To boost coordinated smart manufacturing development between large enterprises and SMEs, two lines of work should be carried out simultaneously: fully implement large-scale tax and fee reductions to create favorable conditions for intelligent transformation, and advance digital and intelligent manufacturing upgrades for both large enterprises and SMEs.
Coordinated Promotion Strategy for "Complete Machine Manufacturers and Component Suppliers"
Take aircraft manufacturing as an example. There are only two global complete aircraft manufacturers, Boeing and Airbus, supported by more than 20,000 component suppliers distributed worldwide. Advanced equipment manufacturing powers such as Germany and Japan have drawn a clear lesson: complete machine enterprises build brands, while component suppliers grow into hidden champions, and the two sides shall carry out high-quality matching cooperation. This logic is equally applicable to China. Progress cannot be achieved by only developing complete machine production without supporting component industries, nor by fostering component manufacturers without advancing their digital transformation.
Coordinated Promotion Strategy of "Enterprise Pilot Projects and Industry (Regional) Rollout"
Enterprise pilot projects serve as demonstrations to pave the way for full-scale industry promotion, while industry pilots generate feasible solutions and complete sets of replicable experience for the whole sector. To coordinate enterprise pilots and industry-wide popularization, a tiered roadmap can be adopted: select key industries from priority counties and regions, then identify pilot enterprises within these industries; after successful piloting, extend experience to the entire industry and replicate models across other sectors. This approach maximizes the demonstration, driving and contribution effects of industrial pilots, including boosting industrial investment and high-quality industrial growth.
Coordinated Development Strategy for "Demand-Side Entities and Supply-Side Providers"
Demand-side and supply-side players complement each other. Without demand, suppliers lose their market space; without qualified suppliers, massive market demand cannot be fulfilled.
For the supply side, efforts should focus on cultivating and introducing suppliers capable of providing systematic or turnkey solutions for smart manufacturing, including integrated developers of CNC equipment technology, general contractors for digital technical renovation projects, comprehensive digital transformation general contractors for large conglomerates, and industrial Internet platform service providers for specific industries.
For the demand side, work shall center on mindset transformation, model innovation and enabling environment construction. In terms of mindset transformation, standardized markets for digital technical renovation and industrial cloud platform services shall be cultivated to give full play to market entities and market mechanisms. In terms of model innovation, the general contracting model for digital renovation projects and the industrial cloud outsourcing model for SMEs to adopt cloud services shall be widely promoted. In terms of enabling environment, tax and fee reduction policies shall be combined with special incentives for smart manufacturing to form a comprehensive policy package driving intelligent industrial upgrading.
